The delegate is the base of the People's Power, he is an elected official, he does not administer, he does not distribute anything, he is an authority, he is the great controller and inspector, with power and authority. His work is political, it is not only state, he is the natural leader of the community, freely chosen by the citizens. Your Delegate, take care of him and help him so that he can carry out his work.

Delegate functions

The provincial and municipal administrations maintain close working relationships with the Popular Councils of their territorial demarcations. In this sense, they analyze and respond to the proposals they receive from the latter and the constituency delegates. The delegates fulfill the mandate that their constituents have given them, in the interest of the entire community, for which they must coordinate their functions as such, with their responsibilities and habitual tasks. The law regulates the way these functions are carried out. Delegates to the Municipal Assemblies of People's Power have the rights and obligations conferred on them by the Constitution and the laws, and especially they are obliged to:

- to make known to the Assembly and to the Administration of the locality the opinions, needs and difficulties that their voters transmit to them;
- inform its constituents about the policy followed by the Assembly and the measures adopted to solve the needs raised by the population or the difficulties that arise in solving them;
- Periodically render accounts to their voters of their personal management, and inform the Assembly or the Commission to which they belong, on the fulfillment of the tasks entrusted to them, when they request it.

"About the office"

- The delegate has the duty and obligation of systematic contact with the population, attending to and facilitating the issues raised.
- The office is weekly, it constitutes an official framework to address the issues that voters need to address, it is necessary to ensure the greatest privacy for the meeting.
- If the dispatch system is complied with, the delegate maintains the permanent link and the voters are attended in a timely manner.
- Disclosure must be in public places (day of the week, time and fixed place).
- The approach must be recorded with the date of the day it was made, the response, solution or information given.
- The delegate delivers the registered proposals and the procedures carried out for their solutions in the AMPP Secretariat between the 1st to the 8th of each month.

Integrated community work

It is important to point out that not all action in a locality constitutes community work, even when it solves problems or needs of the population, or involves all or part of its neighbors in the execution of a task; Neither because there are projects or financing are we in the presence of community work, since it is more than the intervention that proposes and favors the solution of a problem. Community work is a process of transformation that involves human development, and that the community dreams, plans, leads, executes and evaluates with full participation.

 Community Work

Integrated for the Local Bodies of the People's Power, it constitutes above all a method in which it will express itself, which is the People's Power and our socialist society. It is a way of acting when community-level activities are conceived, organized and carried out. Any work experience developed at the constituency level or the Popular Council cannot be seen in isolation from the work carried out there by organizations, institutions, residents and social factors, this should allow not only everyone to participate, but also be addressed comprehensively the diversity of issues and interests that exist in the social life in each place. The development or predominance of one sector over another leads to unbalanced work where efforts do not give positive results.

Delegates to the Municipal Assembly of People's Power

Those delegated to the Municipal Assembly of People's Power represent the voters of each constituency, defined according to the characteristics of the demarcation. These fulfill the mandate that citizens have conferred on them, in the interest of the entire community. Those roles should be shared with your usual responsibilities and tasks.

Our representatives are not professionals in the work of the People's Power and their condition does not entail privileges or economic benefits. This is one of the characteristics of the Cuban political system, which is why it requires a significant degree of dedication to work, much sacrifice and disinterest.
